The agricultural sector in Qatar will require substantive institutional changes and these are planned in two phases. The first phase will be to identify the legal and institutional impediments faced by the farmers and to review all the current laws affecting agriculture. The second phase will be to carefully document, issue-by-issue, all initial positions and debate, all research and analysis, and the finalized decisions that will become policy recommendations to produce a Legislative Concept Paper. The Legislative Concept Paper will be a detailed prose version of the future overarching legislation, settling all issues that need to be resolved, in order to have an effective and comprehensive legislation in place.
